The newly revised draft makes further requirements on unified information release, unified data management, unified work standards, unified monitoring network layout, etc., and increased supervision and punishment for monitoring fraud.

The draft was amended on the basis of the first instance, combining the opinions of the first trial, post-conference surveys, and online solicitation of social opinions. In further improving the working mechanism of ecological environment monitoring, the regulations propose a number of "unifications". Regarding the disclosure of environmental information, it is clear that the competent department of ecological environment is responsible for the unified release of major ecological and environmental information, and regularly discloses the environmental quality and other information. With regard to data management and sharing, the draft stipulates that the provincial competent department of ecological environment should establish a sharing mechanism with relevant departments, Provincial and integrated ecological and environmental monitoring data information platform, and included provisions for mutual monitoring data support between departments; in accordance with the spirit of institutional reform, the regulations explicitly establish and improve the province's ecological and environmental monitoring standard system in a unified manner; The competent department of ecological environment shall coordinate with relevant departments to optimize the layout of ecological environment quality monitoring stations (points), and coordinate the management of the monitoring network.

In order to improve the reliability of the monitoring data, the draft strengthens supervision and punishment of various entities. Regarding ecological environment monitoring institutions, the regulations clearly define their qualifications and composition. If fraudulent practices are used, credit management mechanisms can be used to prohibit or restrict them from undertaking government agency operations. Pollutant discharge units shall ensure the authenticity and accuracy of self-monitored data, especially key polluting units shall disclose their own self-monitoring activities and data, including the names of major pollutants, emission methods, emission concentrations and total amounts, excessive emission standards, and pollution prevention and control. The construction and operation of facilities to accept social supervision.

The draft also supplements the prohibition of tampering and falsification of ecological environment monitoring data. It emphasizes that departments and their staff who have the responsibility for environmental protection supervision and management must not interfere with ecological environment monitoring activities, tamper with, falsify, or direct tampering with or falsify ecological monitoring data . The draft also strengthened penalties with reference to the relevant provisions of the Air Pollution Control Law. If monitoring agencies and personnel falsify, falsify data, or issue false monitoring reports, the ecological environment department will confiscate the illegal income and impose fines on the ecological environment monitoring institution; The personnel and other persons directly responsible shall be given a warning and imposed a fine by the competent department of ecological environment; meanwhile, the qualification certificate shall be revoked as appropriate.
